or working in the City of Oakland, and businesses located within the Oakland metropolitan area.

The Alameda County Workforce Investment Board (ACWIB) primarily serves individuals and businesses residing or working in the thirteen cities within Alameda County, other than the City of Oakland.

The Richmond Workforce Investment Board (RWIB) primarily serves individuals and businesses residing and working in the City of Richmond and West Contra Costa County.

The Workforce Development Board of Contra Costa County (WDBCCC) serves job seekers and businesses in Contra Costa County and strives to create a strong, healthy, and vibrant local economy, and build a competitive workforce.
